LMOGA Elects New Chairman and Board of Directors

The Louisiana Mid-Continent Oil and Gas Association Board of Directors elected Frederick Palmer as Chairman and Gloria M. Moncada as Vice-Chair at a recent board meeting held in conjunction with its annual meeting on February 28, 2018 at the Windsor Court Hotel in New Orleans, La.

Fred Palmer is State Government Relations Manager, Southeast U.S. for Shell Oil Company and a long-time member and supporter of LMOGA. “LMOGA will advocate for safe, responsible policy and for a supportive business climate that will promote industry growth in Louisiana,” Palmer said in his remarks at the Association’s Annual Meeting.

Gloria Moncada is the ExxonMobil Baton Rouge Refinery Manager and a new LMOGA Board Member. Moncada stepped into the position at the beginning of the year returning to the Baton Rouge refinery where she began her career in 1992 as a chemical engineer. The ExxonMobil Baton Rouge refinery is the fourth largest in the nation with more than 3,700 employees and contractors.

In addition to Moncada, six new board members were also appointed to the LMOGA Board of Directors at last week’s meeting: Rick Tallant, Shell Oil Company; Michele Budd, BP Lubricants; Wynn Radford, BP America, Inc.; Larry Thomas, BP America, Inc.; Jerry Dunn, CITGO Petroleum; and Laura Ferrell, Cheniere Energy.

“LMOGA members are vital to the growth of Louisiana by spurring economic development and investments, creating jobs, and fostering new business opportunities in every region of the state,” said LMOGA President Chris John. “Strong leadership within our Association will help LMOGA continue to be a strong and powerful voice for Louisiana oil and gas for many years to come.”
