BATON ROUGE — The Louisiana Mid-Continent Oil and Gas Association (LMOGA) announced today that it has promoted Damien T. Watt to Executive Director of Regulatory Affairs and General Counsel.
Watt has served as LMOGA's Executive Director of Regulatory Affairs and Legal Counsel since 2022. He will continue to lead the association's engagement with state and federal regulatory agencies while assuming responsibility for LMOGA's legal function, including litigation oversight, association governance, and counsel on the policy matters most consequential to Louisiana's oil and natural gas industry.
"Damien has played an integral role in LMOGA's efforts to advocate for pro-industry policies and regulations in Louisiana," said LMOGA President Tommy Faucheux. "The legal and regulatory pressures facing our members grow more complex every year, from permitting air quality to carbon capture and climate litigation. Damien's counsel will ensure that LMOGA represents industry views effectively in an ever-changing regulatory environment."
"Louisiana's energy industry is regulated by people who rarely see the operating side of a permit condition," Watt said. "I spent 22 years on that side before I practiced law. I intend to keep bringing that perspective to the rules and litigation that determine whether projects in this state get built."
Watt joined LMOGA after more than two decades in midstream and petrochemical operations, where he held environmental and compliance roles across pipeline and manufacturing assets. He currently serves on the board of the Louisiana Motor Fuel Underground Storage Tank Trust Fund and on the Louisiana Dig Law Advisory Committee, and he is licensed to practice law in Louisiana.
He holds a Bachelor of Science in Chemistry and a Master of Business Administration from Southern University, a Juris Doctor from Southern University Law Center, and a Master of Environmental Management from Arizona State University.
